How do Win7 users know their inet-speed?

Under linux with my dialup-modem, I can see from the modem's
ledS & even the sound how/if the 'route' is congested; and I get
a report of time on-line plus bytes transfered in both directions.
My wireless-modem, which needed a Win7 PC is much faster,
but also would have fast and slow times of the week, which
I'd like to find out about.
What can I measure/record to help me decide when to fetch
big/slow stuff?
Are files served from US, delivered fasted during US night time?
