WFW3.11 Will Not Access Root DIR!!!!!!!! What's Up?!?!

This is bizarre, File manager and other certain apps are able to move
around the drive with no problem.
However Program Manager will not back up past the windows directory, i.e.
if you try to browse for a file to open in a application or an installer
tries to move up to the root directory to open a new directory for
installation. Any takers? This is strictly happening in windows.

Wierd. If it isn't a ProgMan.ini or Win.ini restriction parameter, I'd
do an NDD, ScanDisk or ChkDsk to make sure the .. pointer in Windows is
correct; that would trip up browsers that "rewind" rather revert to root.
But as most Win apps use the same DLL "common dialog" code for browsing
files and directories, I doubt if it's that.
