TV tuner always has to be unplugged and replugged in after reboot?

I have a Hauppauge WinTV Tuner Card and after a reboot, I always have
to unplug and replug in the USB cable a few times until I can use it
properly.

This has happened with another WinTV Tuner Card I had used with this
machine.
This machine has been recovered to factory at least 3 times, always
does it.
When Vista and/or Linux were on this machine though, this problem
never occured.
It has only been the factor XP Home SP2 that has behaved this way,
even after installing SP3.
