I have an old desktop machine on which I have installed lubuntu 12.04 desktop (highest version it
will run).

Question: will it run completely headless, i.e. no mouse and no keyboard and no monitor?

I am happy to ssh from other machines.

I'm running mint 17.3 that way. It does boot up to a login screen, but I
never do.

ssh straight in and use CLI.

In the old days some machines wouldn't boot without a keyboard, but that
seems to be long gone.

That is really your only issue. And if it turns out to be a show
stopper, buy the cheapest USB wifi keyboard you can and shove the dongle
in a suitable orifice.

I'm running an lubuntu 14.04 system that way. I configured it so the
GUI does not come up by default.

Well I tried it and at first it took a while to boot but I suspect it was doing some disk checking
from a previous rapid shutdown. Eventually the system came up and now I can ssh easily.

Yes.

You can set up ssh.
Probably also good to set up serial console and serial console login.
That latter bit won't help you if you, e.g., need to get into
CMOS/BIOS settings, but (with serial cable and terminal or emulation
thereof) it will allow you to control the boot process from the
point at which boot loader allows interaction.

I've done this pretty regularly on Linux based operating systems, not
too hard to set up.

I've been running it headless just fine for a few months now using just ssh whenever I need to, with
FTP to move backup files to other machines for safe keeping.
