I modified the /etc/sysconfig/desktop to use KDE instead of Gnome, but this
setting only applies to the ROOT user.

How can each user have their own default Desktop Manager set to KDE, Gnome,
or other? Where is this set at for individual users?

See 'man switchdesk' without the quotes for the details;

While at the GUI log on screen, press the three key combo of Ctrl+Alt+F1

Log on as the user and type;
switchdesk KDE
logout

Press the three key combo of Ctrl+Alt+F7 to go back, that user is done.

New users will deafult to KDE(I think :-). Existing users must change their session
before they login. There's a "Session" pulldown on the login dialog. Change it there.
