is possible to give user root access levels by giving user id of 0 when
creating them with useradd -o -u0
i want to create a user who keeps root access even after root password
changed..
</newb alert>
Sure. And it is certainly your box you want to have it on...

man sudo
I see your response as an attachment in my news reader (Outlook express). Is
it something with my reader or are you attaching a file on purpose?

Peter has put a line like so as the first non-header line in his
followup:
begin 666 your_newsreader_is_broken
...Outhouse Express sees the "begin" on the first line and treats the
message as if it were an attached UU- or Base64-encoded file. This is
just one of the many broken behaviors that Outhouse exhibits. Peter's
trying to convince you to get a Real Newsreader. Please do so, and your
Usenet experience will be a lot better. HTH,

A *much* better idea is to give that user root access through 'sudo'.
Get it, install it, read about it, and configure it instead of trying to
give another user UID 0.
