I'd like to reinstall the package/rpm because the
Mandrake 8.1 control panel isn't working quite right.
When I search the installation CD-ROMs for
"panel," all that comes up is libpanelmm0-0.1-1mdk.i586.rpm

Dunno, don't use mandrake, isn't 8.1 a bit old/outdated? Anyway,
you can simply ask your package manager:
rpm -qf /path/to/control_panel
Or however the control_panel binary is called and rpm will tell
you the package name. 'man rpm' for more info.
In addition reinstalling usually doesn't help, unless the package
files/binaries have been changed, which rpm can find out, see the
fine manual for details.

Let's not complicate our relationship
by trying to communicate with each other.
I'm not sure about 8.1, I'm running 2006, but do the following as root in
a terminal to find the package:
# urpmf /mcc$
drakconf:/usr/bin/mcc
drakconf:/usr/sbin/mcc
drakconf:/usr/share/mcc
For 2006 it's in a package called 'drakconf'.

I haven't used Mandrake before version 9, but there the control centre is
known as mcc (for Mandrake Control Centre) and the key package is called
(from memory) something like drakconf.
The latest version is called Mandriva 2006 (which would probably correspond
with version 11 on the old naming system). I'm currently using Mandriva
2005 (alias Mandrake 10.2).
