I am looking for a good open source announcement site. I used to use
freshmeat.net (which morphed into freecode.com), but freecode.com has become
'static' (no longer updated). What other sites would people suggest? I am
NOT looking for a site to host a project (I am self-hosting), just a site
where I can announce new versions and maintain a set of links to my site.

comp.os.linux.announce? It's here, though fairly quiet these days.

Is that kind of like "Railroad Tycoon"?

Or is it more about keeping details of model railroads?

I don't think so.

It is a collection of software one would use with a 'real' model railroads (eg
actual plastic cars on actual track, attached to a wooden benchwork). Details
available at http://www.deepsoft.com/home/products/modelrailroadsystem/. Such
things as controling the trains (DCC) and managing devices (eg signals, grade
crossings, and turnouts) and sensors (such as occupation) on the layout,
generating switch lists for freight car forwarding, creating time tables, etc.
