Debian/testing on Dell Vostro - power management sometimes gets crazy

Hi,

I use Debian/testing on Dell Vostro. Usually it works perfectly. However, when I start the machine (especially after suspend, but sometimes even after power-off) without connected AC power supply, the power management system works incorrectly.

The CPU clock frequency is throttled to the minimal value when the power supply is connected.
The CPU clock frequency may be increased to the maximum level only when the power supply is disconnected, and the machine runs on the battery.

That's just the opposite to how it should work and how it works usually.
After that no software operation with power management tools were able to restore the correct behavior.
The only way to cure the situation is to hibernate the machine, or to power it off, and restart with AC power supply connected.

Has anybody faced the similar problem and solved it?
