I've never bothered about the RHS of 3 LEDs on the Keyboard.
1=numLock; 2=CapsLock; 3= ??.
It's got a downward pointing arrow.
The one that gave problems/confusion was a USBkeybrd,
plugged into a netbook; running DebianEtch.
And the VT hung, when I plugged a USBstik, with this LED
on. Although I could key to other VTs, I could not free-up
the VT which froze when I plugged the USBstik.
What does this LED indicate? What's wrong?

Mine says Scroll Lock.
It is the key that inhibits output to the teminal(like Ctrl-S,Ctrl-Q).
It is a toggle.
It seems consistent with your observed behaviour.
See if you can unset it somehow(by pressing Scroll Lock key?).
