Does bluetooth Autodetect like WiFi?

My HP-netbook running Win7, shows when any other WiFi
connection is accessible nearby. This allows me to confirm
that it's working.

How would I confirm that the Bluetooth facility is working?
If I found somebody with a bluetooth capable mobile, should
my netbook automatically be able to detect it?

The first two links, are for you to decide whether you want
to use Bluetooth at all. Or some other facility like Wifi.

You will have to click on Blue tooth "search" to
find other blue teeth. It is not really auto like wifi.
It is fun to do at airports.
