Are SX164 fully ATX compliant? I know my pc164 and my LX164 have no choice
but to power up when power is applied, if I leave the switch on.

Which switch? Do you mean a switch on the power supply? Mine doesn't
have one, but I could exchange it, if it would help.

The front panel switch is connected to the motherboard. I tried
replacing the switch with a jumper, but nothing happened. Next I
tried shorting the ATX power-on wire (green) to ground. That made the
power supply fire up when I connected the power cord. The motherboard
didn't start up, though. It seems like it needs an edge on the power
on input to trigger something. Now I'm thinking of connecting a relay
to the 5V power (purple) from the power supply, with the output
connected across the power switch. I'm hoping that will trigger the
MB when external power is applied.
