Why Plan 9 never got popular?
It was designed and developed by the same group that originally developed Unix and C, however, C and Unix (mostly in form of Linux flavors) is still here, and Plan 9 is history.

The usual license problems. By the time Bell Labs made Plan 9 widely
available, it was too late.
