* New Canadian spam bill

We were pleasantly surprised to read Canadian Senate bill S-235,
introduced by Senator Yoine Goldstein on May 7th. It would establish
an opt-in rule for commercial e-mail, with penalties for sending
commercial mail to people who hadn't opted in, for address harvesting,
and for phishing. This is by far the best anti-spam bill introduced
into a North American legislature in many years, and we look forward
to working with the Senator and our friends in Parliament to move it
forward.

* New US state spam law

Although CAN SPAM overrides most state spam laws, it does allow states
to add penalties for fraudulent e-mail.

In April the governor of Colorado signed a new anti-spam law into
effect. CAN SPAM draws a tight line around what states can do, so this
law is mostly interesting for the way that it pushes as firmly against
that line as it can.

* CAUCE joins in anti-spyware amicus brief

In a friend-of-the-court brief filed on April 30th, CAUCE joined the
Center for Democracy and Technology to argue that anti-spyware vendors
should be protected by the liability protections afforded other
filtering companies under the Communications Decency Act. CAUCE joined
a broad spectrum of Internet and technology industry groups, public
interest organizations, civil liberties groups and individual
companies that are all committed to the proposition that users should
be empowered to control their own Internet experiences. The brief
urges the court to protect anti-spyware vendors from liability in
cases brought to intimidate anti-spyware vendors into ignoring
spyware.

* CAUCE on the go

CAUCE board members Neil Schwartzman, J.D. Falk, and John Levine
attended recent meetings of the Internet Engineering Task Force
in Vancouver BC (Neil), and Philadelphia PA (all three). At those
meetings they participated in work on mail authentication, notably
DKIM signature technology. While authentication won't do anything
directly to stop spam, it's a key component in making senders
responsible for the mail they send, a prerequisite to taking effective
action against senders of unwanted mail.

Neil also attended the Internet Governance Forum meeting in Brazil in
November, working in the areas of security and privacy, and
participated in the Stop Spam Alliance panel. CAUCE NA is a member of
this latter organization.
