Does anyone know of a tool that will convert MPEG audio streams (.mpa)
into something else like perhaps .wav or .au files?

First, you do not specify the platform, nor the application (real time,
non real time, filter, etc), so it is a bit general...

Also, mpeg audio streams are usually identified by mp1, mp2 and mp3
extensions, all from MPEG-1 (layer 1 , 2 or 3).

If you are dealing with layer 1 or 2, you should find pretty much all
the tools you need on hyperreal.com, in /tools.

Just go after that in the directory that correspond to your platform (from
amiga to unix, including mac and pc).
