DOSSTAMP, via sig line 3 below, can set any date & time from 1980-00-00
00:00:00 to 2107-15-31 31:63:62, accepting Y M D h m s or the raw 32-bit
data. Source code is in ZIP file.

KettnerWare has released DateTimeEdit. This program allows you to change
the dates and times of any of your files, i.e. the date and times of the
created, modified, and accessed. Any file and any date in the range of
1/1/1900 12:00:00 AM to 12/31/2100 11:59:59 PM, one file at a time or the
entire directory.
DateTimeEdit also can provide more useful information about a file's
accessed date and time. Just right clicking and looking at the properties
of a file or even opening Windows Explorer can change the accessed date and
time of a file. Using DateTimeEdit, you can look at the real last accessed
date and time without changing it. Just set the accessed date and time, and
if it is different the next time you check, you know someone has looked at
the directory or even opened your file, and you will now exactly when.
If your job requires you to turn in computer files, you can use
DateTimeEdit to give the impression that the files where created or modified
earlier or later then they actually where.

By the way, in an international newsgroup, dates and times should be
given in an international format, YYYY-MM-DD hh:mm:ss - to do otherwise
makes you look insensitive or ill-informed. Only about 1% of countries
use M/D/Y; and only a small proportion use AM/PM in writing.
