How does windows access hard drives

I have two (vaguely newbie) questions

1) How does Windows access a hard drive
I surmise it would do sommat like WIN -> DOS (int 21h) -> BIOS (int
13h) - > HD Controller

2) Is Windows backward compatible (i.e. will all future windowses provide
int 21h) ???
