How do I FORCE my iPad to shutdown or reset?

Somehow, I got my iPad into some sort of hangup where pressing and
holding the power button did not present me with the usual slider bar to
confirm a power down. Nothing I did would clear the situation. I gave
up and set it aside. A little while later, the screen went dark and I
was able to restart the iPad.

Is there some way to force a shutdown or reset when this happens?

Try this: Hold down both buttons (that aren't a slider) until it goes dark.
Then restart it.

Wellll... that should eventually work, as long as it's not connected to a
charger.

Yes, the same way as iPhones etc, you press the Sleep/Wake and Home
buttons simultaneously and hold them both down for about 10 seconds
until the Apple logo appears.

As I understand it there is a hardware circuit that detects these
buttons being held down for that long and interrupts the power,
i.e. there is absolutely nothing that can happen in software that
could cause this to fail to make the iPad try to reboot.

"both buttons"? I was holding the button on the glass. Which is
the 2nd button?

From Apple:

"Press and hold the Sleep/Wake button and the Home button at the same

The Sleep/Wake button is the button at the very top of the device.

The Home button is the round button on the front of the device near the
bottom.

That's right, I forgot about that, as I don't normally need to make it
shut down. I was confusing the OP's message with what happened with
me in not being able to shut down an app.

My occasional problem probably will go away today when I get the IOS
upgrade.

There's another button on the end of the iPad opposite the Home button, the one
on the front of the device.

Reading the device documentation is easy, and it answers most such questions
directly.

Well, dropping it from the top of a all building onto a sidewalk (make sure
there are no people down there), will guarantee a shutdown. Can't say
anything about the ability to restart it afterwards though.
