How can I transfer photos and files from an iPad to a USB stick,
without using a computer?

I've got the Apple Camera Kit adapter and plugging in a USB stick is
recognisaed, but it doesn't see any photos on the USB stick to import
and I can't see any way to export to the USB stick.

the camera connection kit expects to see a digital camera, so the usb
stick needs to be formatted as such to be able to import photos.

the camera connection kit is not designed to export photos *to* a usb
stick without a computer, as there is no benefit in that versus going
directly to a computer, which can be done directly and wirelessly,
without any extra adapters, cables or usb sticks.

there are third party devices that can transfer photos to a usb stick
in either direction, thereby eliminating the need for the camera
connection kit, but you're still going to need a computer at some
point.

It can’t be done with the Camera Kit, but Sandisk provides several
Lightning/USB Flash Drive options when used with their free iXpand Drive app.

If the camera kit can't do it, then the OP's original problem set "might"
be resolved if the OP is amenable to using his router (as a computer).

This is the first sentence of the original problem set:
"How can I transfer photos and files from an iPad to a USB stick,
without using a computer?"

If we assume the router is acceptable (and it might not be, so if the OP
doesn't want to use the router, then disregard this suggestion), and
assuming the goal is to get the files onto that USB stick, then this "might
work".

a. If the router is capable, plug the USB stick into the router.
b. Transfer files from the mobile device over WiFi to that USB stick.

Disclaimer:
I haven't tried this, and I realize that a "router" can be considered a
"computer" so disregard if this doesn't fit the OP's stated problem set of
transferring images from his mobile device directly to a given USB stick.

I still haven't been able to find any conclusive evidence that
exporting photos or files to a USB stick is possible, unless you
stupidly jailbreak the iPad. :o(

as several people have explained, the camera connector is designed for
import, not export along with various other solutions for export.

As I informed you in an earler post, use a Flash drive which actually works
with the Lightning interface, and iOS.

The SanDisk iXpand has some good reviews in various places. It has a
Lightning Connector one one end and a USB connector one the other. Has
anyone actually used one?

Yup! I have a 128GB iXpand, it does all I ask of it, and I recommended it to
you twice in this thread.
