I have been trying to access my iCloud mail page on the web from my
iPad. Instead of the iCloud page I get a page instructing me how to set
up iCloud on my iPad. I have already done this!

I have no problem in accessing the web site on my iMac.

Does Apple forbid this for some reason? Seems a bit irrational to me, if
so.

They do not forbid it,. but they make it difficult since there is a mail
app on your device already that should be signed in to iCloud.
It you tap and hold on the reload arrow, you will get a menu that
includes "request desktop site"

That said, iCloud mail on the web does not work well at all in the web,
and you are much better off using the mail application.

Thank you, that worked.

I had no idea how to get to the “request desktop site” button and now I
know. I had found it on my Android mobile (yes, I know).

I agree that it much better to access iCloud mail through the Mail app, but
I cannot find how to get to iCloud mail settings there (for Rules etc) -
perhaps you do. These did work on the web page (though only in landscape,
portrait gave an error “Mail has stopped responding”.
