My iPad does not charge when connected to my laptop USB port or HDMI
connection to the TV.

the most likely reason is that the port can only source 500ma or is
otherwise failing to negotiate higher power.

500ma is actually enough to charge an ipad, but very slowly. it's not
enough to both charge *and* run it, so if you wake the ipad from sleep,
it will say not charging and if you let it go back to sleep, it will
then charge, but as i said, very slowly.

Are you watching your iPad via your TV's HDMI port? If so, in order to
charge the pad while watching on TV, you need an adapter (connects HDMI and
power line) to your ipad port. Available at Apple store.

By 'power line', that is the ipad charger and connecting cable.

I have a Dell Intel Core i7 3667U @ 2.00GHz
Ivy Bridge 22nm Technology

It charges my iPods old and new.

I have the Apple to HDMI gender bender that connects to the iPad. On the
HDMI connection end of the adapter there is another Apple female port. If I
read you correctly, I need to connect that port to
the Apple wall charger.

Yes, that's right. Be aware, your ipad might get rather hot--might also
depend on what you are doing on the ipad. It's a good idea to remove the
ipad from a case (if using one) while charging. Prolongs battery life. I'm
assuming you're using the TV screen to view whatever's on the ipad.

I charge my iPhone from within its iBattz battery case, charging them
both simultaneously. Why would an iPad case hinder charging, although I
don't know of an iPad battery case?
