How to block in-app ads WITHOUT using an Ad Blocker application

I just noticed this line in the NetGuard help which says most people can
block in-app ads WITHOUT installing or configuring an ad blocker.

"Apart from using a hosts file, you can block most in-app ads
by blocking this address in the access list of Google Play services:
googleads.g.doubleclick.net/443"

I generally keep Google Play & Google Play Services disabled by default

If I re-enable Google Play Services, I can test out that suggestion.
But do you know what the steps are to do to implement that suggestion?
