I think more fruitful could be

1/ review of Google play options + general internet search
2/ coming with possible candidates
3/ asking for opinion.
4/ Trying some or all of them, depending on count and preferences.

As it is you, who evaluate the products, not the others,
and this evaluation is HIGHLY subjective.

What I use is QuickPic.

I wanted an image viewer capable of displaying images stored locally on
my tablet, and it does what I wanted to do. It doesn't support the
range of images IrfanView does, but I am unlikely to view other than
JPG, PNG, and GIF, and don't care.

That appears to be just a viewer, whereas Irfanview can also edit pictures.

I don't know whether that matters because the OP hasn't said whether or
not editing is a requirement.

It is just a viewer. Picture editing is something I would do elsewhere.
The tablet lacks the resolution and horsepower for serious image
manipulation.

IrfanView has some editing capabilities, and lets you configure external
editors you can call from it. Most changes I make in IrfanView are
things like rotating an image do it's in correct orientation. Beyond
that I call an external.

Or cutting.
IView is more than good enough for that
and I do it often.

I would like the program to have editing capabilities if possible

I've used Repix for some filter effects. The stock Android Photos app
has crop and rotate. This pretty much sums up all picture editing I've
done on Android.

I just searched the same (IrfanView for Android or some replacement) and found this thread.
Someone said PhotoShop. On my PC I recently using GIMP, a PS alternative which is FREE. :)

Martin. I know it was 2015 when you asked this question but even halfway thru 2017 it is still relative. The bottom line answer is simply NO. DMc mentioned, and it is really the most relevant reply I read, is that the android device is not really capable of doing much of what the Windows Irfanview does, and would be severely limited as a consequence. Therefore there will be no Ifanview for Android in the foreseeable future. I suspect the author had a go at it early on and gave up due to the Android graphics manipulation limitations.
As suggested, do you photo editing under Windows and send the result to the Android if that works for you. I'll be just looking for a resizer (crop and/or resolution changes)which I'm sure there is.
