I "think" I unlocked my T-Mobile LG Optimus L9 following T-Mobile
instructions which started with saying you can put "any" SIM card into the
phone (T-Mobile or AT&T).

Since I didn't have access to any AT&T microSIM cards, I left the T-Mobile
card in place.

I realize the *simplest* way to test whether it's unlocked now, is to knock
on someone's door who uses AT&T, and ask to borrow their card (or to go to
an AT&T store and borrow a card).

But is there an Android way to tell if a phone is unlocked?

There are multiple kinds of unlock, but you probably mean
the Network lock (NCK) and not the similar sounding
Network subset lock (NSCK), Service provider lock (SPCK),
or Corporate provider lock (CPCK).

On my AT&T Jellybean Samsung Galaxy S3, the IMEI unlock status
is revealed if you enter in the dialpad key sequence
#7465625*638#

Your IMEI unlock status display code is likely different
than mine, so you'll have to ask the LG experts here for what
they use to display their current network lock status.

Do be careful, because the wrong sequence will re-lock you
to the carrier.

Simplest way is to check is to first find your IMEI number by typing
*#06#(dial) into the dialer to obtain your IMEI number.

Then check your carrier lock status by entering that IMEI number into
http://IMEI.info and then hitting the SIMLOCK & WARRANTY icon.

Or just download the google play app called by the same name:
https://play.google.com/store/apps/details?id=com.romkenet.imeiinfo

Not only will IMEI.info tell you the phone lock status, but it also tells
you who owns the phone, when the warranty expires, whether it's on a
blacklist, when it was purchased, the carrier branding, the contract
status, repair status, activation status, etc.

It's great for checking up on prospective bfs!

Answering a user comment in the above link, the app's author replied, "This
app does not check device unlock status (and it doesn't claim to do so)."

So it seems that's not going to answer the OP's question.

(FWIW, on the three phones I checked the IMEI was also readily viewable in
Settings->About phone.)

FWIW, a mnemonic for that might be: #SIMLOCK*NET# :-) . Cheers, -- tlvp

Thanks, Susan, for the link to that page. Valuable even though I was unable
to find any "SIMLOCK & WARRANTY icon." Cheers, -- tlvp

I just installed IMEI.info on a Nexus 4 running CM11 and it says
"Invalid IMEI".

And what does the *web page* http://IMEI.info say? FWIW, that will accept
only the first 15 digits that * # 0 6 # brings up -- your IMEI alone, with
none of whatever else the OEM may have added (as did LG on my cu-400).

HTH. Cheers, -- tlvp

I googled for "how to find carrier unlock status android", and the first
hit was this article:

How To Check If An iPhone Or Android Device Is Factory Unlocked Or Not

I didn't test it, but if it works, let us know.

On an iPhone, this might work.
But with Android, there is absolutely no way to tell
other than actually buying the foreign sim card.
Which, if you're traveling, is too late.

There needs to be a new way this service does not offer the SIMLOCK & WARRANTY icon button anymore only the warranty button and when you click that it just takes you back to the first page again and the app is no longer available.

Use ussd code *#7465625#. This will provide network lock status.
Insert other sim card, if it does not prompt for unlock code that means mobile is unlocked. Here is more details.
