The page that you were loading (from Compuserve) may have included an
image or some other object that it referenced from ivory.nosc.mil. A
web page can include source material from anywhere and you generally
would not notice unless you look at the html code.

The user you connected to probably was referencing a bitmap or something from
the mil site. Reconnect and closely examine the html source for the document,
and I bet you'll find the answer to your riddle.
If not, Compuserve must be in cahoots with the feds, with no less than 20
agents assigned specifically to spy on you. (They've also probably reworded
this message by routing this message via their secret USENET processing
server.)
