procmail filter to parse bcc receiving ultiple instances

hi i have put the following in the .procmail file in a users home
dir:

DOMAIN=domain.com
ENV_TO=$1

:0f
* ENV_TO ?? .
| formail -i "X-Envelope-To: "$ENV_TO@$DOMAIN

:0fE
| formail -i "X-Envelope-To: UNKNOWN"

now the problem is with the bcc type messages, finally i seemed to
have managed the problem not deliviring at all with this script only
now the receipjents receive multiple inctances of this mail.
