Queue processing and Connection Caching

Is there a way to configure Sendmail to retry a connection once a
connection refused has been received while running the queue?

It looks like (according to the documentation that I found) that this
is what it is supposed to do, but what I'm experiencing doesn't
coincide with the documentation.

"When trying to open a connection the cache is first searched. If an
open connection is found, it is probed to see if it is still active by
sending a RSET command. It is not an error if this fails; instead, the
connection is closed and reopened."

I think I found what I was looking for. Its the timeout.hoststatus.
