From localhost, I am getting ESMTP not accepting messages on
telnetting into port 25. Remotely, I am not having the same problem.
I assume I have to put the localhost (or IP or 127.0.0.1) in a setting
somewhere, but where?

Perhaps you could explain what you mean by "ESMTP not accepting messages".
Exactly what happened after you typed "telnet localhost 25"?

netstat -l will tell you whether sendmail is actually listening on that
interface.
If not: look for DAEMON_OPTIONS in your sendmail.mc.
If yes: look for local packet filter on your box.

Check your access.db (probably /etc/mail/access).
Also if GreetPause is enabled you need to wait until you get the 220
message before typing a single thing.
Do you have any milters running, that could reject mail based on
connecting IP?
Look into your maillog. What does it say?
