My father has a problem:

When he is using "mail" in UNIX (without any software, after the $
prompt), and e.g. wants to send mail to: us...@address.at
he has to write: "mx%""user@address"""

Is there a possibility to set a parameter or something, so that he hasn't
to write those silly stuff any longer ??? Please help!!

That looks like a VMS Mail syntax. I've never seen that on a unix
box.

Also, I would say that it's probably a user agent problem, and not a
MTA/sendmail problem.
