'Permission Denied' redirecting to files.

This is all under sendmail 8.8.8, and I'm looking at 8.9b3.

I have aliases set up as follows:

john : /var/mail/john
shirley : /var/mail/shirley
jake : /var/mail/jake
... etc

Occasionally, a message will hard-bounce going to one of these
mailboxes, with a 'permission denied' response, when the mailbox is locked
by POP3.

What I want to do is change the behaviour for a 'Permission
Denied' message from a hard bounce to a silent soft bounce, so the message
is requeued until such a time that the mailbox is accessable. If these
were actual UNIX accounts, I was informed that I could simply edit
'mail.local' to exit() with a different status, but because these are file
redirects, I have to edit the source to sendmail itself.

I've been through (what i thought was) appropriate segments of the
sendmail source a couple of times, the end result being no success and my
brain feeling like spaghetti.

My last cry for help was never (completely) answered, so I beseech
ye sendmail wizards once more... What do I need to change to make this
work?

By US Code Title 47, Sec.227(a)(2)(B), a computer/modem/printer
meets the definition of a telephone fax machine. By Sec.227(b)
(1)(C), it is unlawful to send any unsolicited advertisement to
such equipment. By Sec.227(b)(3)(C), a violation of the afore-
mentioned Section is punishable by action to recover actual
monetary loss, or $500, whichever is greater, for each violation.
