limiting number of outgoing e-mail

I've noticed nobody has been writing to me lately. :( If I did
something wrong, please do tell me and don't be afraid. You'll help me
a lot if you do so.
Anyway, I need to know if sendmail can limit the number of e-mails sent
out. Is this possible in any way? I'd like each user to have a limit on
the number of e-mail they can send in a day or, preferrably, month.
Please do help me even though this seems to be a stupid question and I
appear to be lazy reading the sendmail.cf file (I'm using Linux). I
have to re-install my Linux since I am not sure of the state of my
Linux installation right now (I want to rebuild everything from scratch
since I'll be putting up for the first time a free internet e-mail dial
up server).
