You seem to try to build it with pam support without having the pam headers
installed on your system.
otherwise just do a
apt-get install alpine

I too build alpine to use the '--with-passfile' option. Here are the
steps that worked for me on Ubuntu 9.04.
% sudo apt-get install subversion libncurses5-dev \
libpam0g-dev libssl-dev
% mkdir ..../alpine
% cd ..../alpine
% svn checkout \
https://svn.cac.washington.edu/public/alpine/snapshots/
% cd .../alpine/snapshots
% svn update
% ./configure --prefix=/opt/apps/alpine \
--with-passfile
% make
% sudo make install
I think the first step that installs alpine dependencies should
address your problem.
