For the simple reason that not everyone on VNET is an IBMer (contractors
and others are on systems with access to VNET). There's no reason why
most IBMers can't be registered to Internet access, it's just personal

Hmmmm. That's not the only reason, and it isn't just personal initiative,
either. My brother works for IBM, and his response was simply that IBM is
afraid of things coming in that they don't want (remember what happened in
Europe a few years back, with that silly Christmas tree?), nor do they want
things going out that they consider sensitive. When I suggested to my brother
that he get outside access, he told me that "getting email from my brother
would not be sufficient justification to his superiors". They're pretty
tight at IBM about this stuff. (I guess the fact that my brother works in
R&D might have something to do with it...).
