It looks like the phone caches the mails and when it synchronizes, it
does not recognize that there are new mails, but thinks they are still
the same old mails it has already fetched and in the cache.
What could cause this problem?

Well, you have no options then, except to call your service provider's tech
support.
IMAP is a fairly complicated protocol. There's usually more than one way to
accomplish a given high level task. Just because your phone stopped working
correctly after you were migrated to a new IMAP server does not necessarily
mean that it's the new server's problem. The new server's response to your
phone's IMAP commands may be different, but still valid IMAP replies,
and it's your phone that's broken. Can't really say without looking at the
actual log of an IMAP session.

Try creating a new account in your mail app with the same details.
