The header indicates -0700 (U.S. Mountain) time zone. Since this is
web-based mail, does it indicate the sender's location, or mailexcite.com's
server location? I did a whois on mailexcite, and they're located in
California, -0800 (U.S. Pacific) time zone. I'm located in -0600 (U.S.
Central), and the sender is someone who knows enough personal details about
me to make me believe it's someone I know locally.
Any ideas?

Mailexcite may allow users to set the time zone, since they probably have
customers in many different time zones. In general, there's little you can
tell from the time zone, since almost all systems allow the user to set it.
