Please can anyone explain the delays in delivery? Typical header:

mail.tcspuk.com is having trouble sending to
aamtain10-winn.ispmail.ntl.com, so it took 3 hours to forward the
message. There's no way to tell from the headers WHY it's having
problems.

How do I contact the server for explanation? Do I request a log file or
something like that? Who should respond to such a request?

Assuming it's your ISP, you should contact their technical support
department, forwarding the headers to them.
