Clicking on URL in mail doesn't work

Hello knowledgeable people!

Here's the problem: when I click on a URL within an email message, the
Internet Explorer window opens, but it's blank and the status is Done.
This used to work properly and so I'm wondering what seemingly
innocent change I might have made to my system. Any ideas please?

Check your file associations...

My Computer | View | Options | files types tab | Associate
URL: HyperText Transfer Protocol (http) with *Browser of choice*
(this is in the U's not H's)

Make sure there is a %1 parm somewhere in there, that is where it passes
the URL to the program.
