Drag n drop problems?

I have been having issues lately with drag n drop between applications.
Somehow it doesn't work anymore, for example between Finder and Interarchy,
Finder and Roxio Toast. I tried reinstalling the OS (not a clean install)
and resetting the PRAM, and I'm becoming frustrated enough that I'm about to
do a clean install. So if anyone has any idea as to whether or not drag and
drop might've been turned OFF by someone else using this computer (as far as
I know it isn't possible) or as to what kind of fluke in OS 9 that could
cause it!
