+ new function (only MS-Windows builds):
SETENV(<cEnvironmentVariable>,[<cNewValue>][,<lSystem>]) -> lSuccess
Show <lSystem> == .T. when you need modify system environment
variable.
This allows other applications to pick up your updates.
