Additional, You can get other relate VHDL program.
--- This document is from MyCAD WebSite.
MyCAD is an EDA (Electronic Design Automation) toolset that is complete,
affordable, and easy to use. It runs on MS Windows 95, 98, NT, and 2K.
MyCAD can be used for system designs and IC designs. For top-down system
designs, use MyCAD-SDS. It supports full design flow from VHDL modeling to
FPGA prototyping. For bottom-up IC designs, use MyCAD-IDS. It supports
powerful layout editing and many verification features.
MyCAD-SDS : System Design Solution
MyCAD-SDS provides a complete solution from VHDL modeling to FPGA
prototyping. MyCAD-SDS allows both schematic entry and VHDL paths. MyVHDL
Station is used for VHDL simulation. MySynthesis Station is used for VHDL
synthesis. MyLogic Station is used for schematic edit, schematic generation,
netlist import and export, logic simulation, and For FPGA prototyping,
MyProtor supports both Altera and Xilinx FPGA series and runtime debugging.
MyCAD-SDS supports various netlist formats such as VHDL, verilog, EDIF, and
XNF.
MyCAD-SDS includes
VHDL Simulator
VHDL Synthesizer
Schematic Generator
Schematic Editor
Logic Simulator
FPGA Prototyper
Hardware Debugger
and more

How about HW?
I have not found cheap "development kit"
to make some (small) real devices. Is there any?
Most important is the ease of use.
Support for smallest available devices would be enough.
Any recommendations?
Ones upon a time used to be a HW-designer, now working
more with SW and embedded realtime systems overall.
I would like to uppgrade my HW skills to get "back to
business", but just simulating is not motivating me enough.

Depends on your definition of "cheap". Xilinx sells a cable in their
online store for programming their devices. It costs about $99.

I am also a student have have found this free tool great for doing
VHDL homework.
It has no GUI or debugger, but hey, its free. I love it.

A free simple GUI for VHDLSimli is available at
http://www.symphonyeda.com/contribs.htm#Simtool
I haven't used this (as I prefer command line mode) although.
