Try doing the setting in the master settings file $MODELTECH/modelsim.ini
Try restarting vsim.

If your project already exists, then you need to edit the <project_name>.mpf
file manually, or change the settings for the current project from the GUI.

Do you have a modelsim "project"? If so, there should be a "project".mpf
file. I think the settings in that file will override those in modelsim.ini

You are at the mercy of the project or ini file settings ... unless
you explicitly declare it on the vsim command line:
vsim -t ps ...
This is the only practical way you can make your tests repeatable in a
multi-designer environment, as each designer will have their own
project or ini file.
