http://tech-www.informatik.uni-hamburg.de/vhdl/vhdl.html
has a VHDL archive in which you can find 68000 VHDL
model. It mustn't be difficult to perform Verilog/VHDL
Co-Simulation. FPGA mapping can be done of course.

you can try : http://www.teleport.com/~scd/links.htm , In IP section, there are several company provide IP Cores, but I
don't think you can get 68K for free.
VLSI Concepts offers a 68000 object-code compatible core: V68000
It was written in VHDL, but has been translated to Verilog...
