I am wondering if anyone here has worked on an INMARSAT-C system or
similar. I am basically wondering if I can use Tcl to create custom
modules for it.

I have used & programmed for Inmarsat C for quite a few years now.

Unfortunately I don't know tcl at all - this posting came up as a hit in
Google News for "Inmarsat C".

Basically the Inmarsat C units communicate with a host by serial connection,
so any language that can send & receive strings over a serial port should
work.

There are a few different brands of Inmarsat C around as well, and I don't
believe all of them use the same command set. I mainly use the Thrane &
Thrane, though I have also used Trimble & Furuno in the past.

I think it will mostly be the Furuno brand. That is the user manual I
was given.

What are you using to program it with and where can I get information
about the API and such?

I am just using Visual Basic. I don't know of any API - there is just a
command set and you communicate via a serial port. The only info I have in
writing for the Furuno is 2 pages in Japanese which show the data report
format. I have quite a lot of information on the Trimble Galaxy & Thrane &
Thrane mini-C units.

All I have done with the Furuno is interrogating it (polling it) via
satellite to retrieve data reports from it.
