browserless applet

A few years ago I asked this newsgroup if it was possible to get applet
like application downloads without using a browser + plugin. I'm
giving a talk at a local LUG next month and thought that this would be
useful to add to my bag of demos.

My recollection was that if you were dealing with trusted sites, a 20
line Tcl program would do the trick.

I remember trying it and thinking that this would be handy to keep
around. Now I can't seem to locate the script. I did a quick
look around the wiki and can't pin down what I want.

It is likely that things have evolved over the intervening years, but
if anyone can point me in the right direction it would be much
appreciated.

Download files? Being an "applet" (tclet?) and a standalone script at
the same time? A script that runs without tcl installed??
