What you might mean, however, is something like "Is it possible to create a
fixed font that has the appearance of Helvetica?". That you can probably do
with a font editor program, or, if you are really enthusiastic with the
idea, any old paint program.
Under Windows there is a program called "FontEdit" that you can get from
Microsoft. Under UNIX, I can't say what you might use.
If you are looking for a clear looking fixed font under UNIX look for
lucidatypewriter. Helvetica as a fixed font would be near to unreadable,
because some characters are just thin vertical lines and this would make
large white holes in a running text.

Helvetica itself would not make a good fixed format font, as the characters
are differing widths and would look really funky if monospaced.
I spent some time looking for good monospaced fonts for editting. The best
resource I found (for windows fonts) is at:
http://home.bsu.edu/home/prn/monofont/index.html
which has nice examples and pointers to sources for many monospaced fonts.
