Does there exist an editor for graphs in Tcl/Tk - maybe similar in the
functionality to Edge or GraphEd? On top of such an editor I would
like to add some own actions for nodes and edges.

There is a first-cut graph editor script, called "doted" in the
tcldot/examples directory in the latest GraphViz distribution.
It uses interaction to open an editor on node and edge attributes,
but you could replace that with interaction with your own application.
INTRODUCTION
tcldot adds graph manipulation facilities to tcl based on the
capabilities of dot. It permits a script programmer to add and delete
nodes and edges to abstract graphs, then have the graph layed out
according to dot's heuristics about what makes an eye-pleasing graph.
The graph can rendered in various forms including to tk's canvas.
tcldot is distributed with the Graph Visualization tools available

I have the same problem! It doesn't have to be an interactive
editor -- it is considered only for the visualization of automatically
layouted graphs.
