building BLT 2.4 for multi-threading on windows

Anyone know how to rebuild the BLT 2.4 DLL for multi-threading on the
windows environment?

Currently when I load the binary distribution of blt24.dll into
wish84t.exe, it crashes. I figured I needed to rebuild a threading
version of blt.
I tried -DTCL_THREADS=1 compile option but that still results in a
crash.
Any suggestions?
