Bottom line: what is the 3rd grade level way of installing Tcl8.4 for
Win XP?

1) Have you downloaded the correct ActiveState Tcl package - i.e. the one
for Windows? It is named (currently)
ActiveTcl8.4.14.0.272572-win32-ix86-threaded.exe
2) You simply double-click this 'exe' file - it will be located in the
folder into which you have previously downloaded it.
This will invoke an installer and it will install the various components. To
keep the installation simple, accept any suggested folder names.
The above information *should* be sufficient. If not, please ask for
further assistance here...

Thank you, I was trying it the "hard way" with downloading the Tcl
package from SourceForge and apparently had tried to get the wrong
installation version (shows you what you can do at 7am w/o coffee)
