"file atime" on windows ntfs gives different access time

I am using

file atime <filename>

on a windows 2k system, version 8.4.4 of tcl. The file command returns different
times than are shown in windows explorer. The directory in question is shared
and on a windows XP system, I also see the same file access times.

Which is right or wrong?

I think tcl may be correct, but how would it get it right while two windows
system get a different value, both the same, but I'm not sure they are right.

Even if windows is wrong, how does tcl get a different value?


Anyone seen this one?

My guess is that what you see is 'file mtime' in Explorer (especially as
it calls the column "Date Modified"). Most of my files have the same
atime/mtime that I'm looking at, so I can't verify as they are otherwise
all correct (the same) in Tcl and Explorer.

To confirm, Date Accessed is a separately viewable column in Explorer.
