I know of none, but it should be possible to extend tkimg to support the
JPEG 2000 format using OpenJPEG <URL:http://www.openjpeg.org/> as a
basis library on the grounds that it has a compatible license. If you
want this, file a feature request for tkimg at
<URL:https://sourceforge.net/tracker/?func=add&group_id=52039&atid=465495>
though I have some minor technical concerns (the documentation isn't
good and C++ is still tricky in portability terms).
It should be noted that there may be patent problems with JPEG 2000
(submarine patent scum being what they are). Because of this, we
*definitely* would want someone else to be primarily exposed and so
there's definitely not going to be any effort to develop a JP2 library
ourselves.
